<p>The Chinese equipment maker did not disclose details on the models it plans to produce or even how many phones it will be launching, but confirmed it would be working with Symbian and Android. </p>
<p>&quot;Windows Mobile is already well supported by a number of software developers, but with Android and Symbian we can demonstrate our own customisable software and services,&quot; James Chen, director of marketing at Huawei Terminals Business, said at a briefing in Shenzhen this week. </p>
<p>Huawei has&nbsp;said it&nbsp;plans on launching in North America in the next five years.</p>

<p><font size="2">　　最近华为取消了出售终端部门股权的计划，不过依然计划在手机和移动宽带设备上进行大扩张。陈崇军认为，全球性经济危机的出现将延长一直是市场主 流产品的低端功能手机寿命，使公司有时间发布可运行在所有主要操作系统上的智能手机；公司打算邀请私人资本加入华为，因为公司缺乏资金错失了很多国际市场 机会。</font></p>
<p><font size="2">　　陈崇军表示，公司不会与索尼、爱立信一样，组建合资公司进行技术合作，因为自己的业务模式已经被证明是成功的，不需要技术合作伙伴，只需要资金支持；华为在智能手机上起步比较晚，但公司对客户化的关注使我们依然有希望领先并实现目标。</font></p>

<p>China has relaxed access for foreign investors to its booming telecommunications industry by cutting minimum required investments, but retained a ban on foreign majority ownership of&nbsp;ventures.</p>
<p>The Cabinet decision Friday could help to attract new investment into an industry that is undergoing a sweeping government-mandated restructuring aimed at boosting&nbsp;competition.</p>
<p>The minimum capital required for a foreign-financed company to offer national-level or local basic services was cut by 50 percent, according to a notice on its Web&nbsp;site. But the Cabinet retained a restriction limiting foreign investors to owning no more than 49 percent of a company offering basic services and 50 percent for value-added&nbsp;services.</p>
<p><a id="more-470"></a>The change could help new, small Chinese businesses by giving them easier access to foreign financing, increasing competition and speeding&nbsp;innovation.</p>
<p>It cuts minimum required capital for a foreign-financed company offering basic services at a national level to 1 billion yuan (US$145 million) and at a local level to 100 million yuan (US$14.5 million), the announcement&nbsp;said.</p>
<p>Spain&#8217;s Telefonica SA said last week it would spend 800 million euros (US$1.2 billion) to expand its holdings in Netcom and China&#8217;s No. 2 mobile company, China Unicom Ltd., which are due to merge. Telefonica said the investment would make it the combined company&#8217;s biggest shareholder, with a 5.5 percent&nbsp;stake. <br />&nbsp;<br />&nbsp;</p>
<h1><a name="Chinese"></a>外商投资电信企业 门槛降至10亿元</h1>
<p><font size="2">今年的电信业可谓大事不断，正当电信重组加紧进行之际，外商投资电信业的门槛又被大幅度降低。  </p>
<p>　　</font>9<font size="2">月</font>12<font size="2">日，国务院法制办公布了修改后的《外商投资电信企业管理规定》(以下简称《规定》)，其中将原本设定的外商在中国投资全国性电信企业的门槛，从</font>20<font size="2">亿元降低到了</font>10<font size="2">亿元。 　　 </p>
<p>　　根据修改后的《规定》，从即日起，外商在中国投资电信企业，经营全国的或者跨省、自治区、直辖市范围的基础电信业务的，其注册资本最低限额为</font>10<font size="2">亿元人民币。经营增值电信业务的，其注册资本最低限额为</font>1000<font size="2">万元人民币。 　　 </p>
<p>　　经营省、自治区、直辖市范围内的基础电信业务的，其注册资本最低限额为1亿元人民币;经营增值电信业务的，其注册资本最低限额为</font>100<font size="2">万元人民币。  </p>
<p>　　在外资的控股比例上，原先的规定并未作出修改，依然是基础电信业务的外商出资比例不得超过</font>49<font size="2">%，增值业务不得超过</font>50<font size="2">%。 　　 </p>
<p>　　我国电信业的对外开放始于</font>2001<font size="2">年</font>12<font size="2">月</font>11<font size="2">日加入世界贸易组织。首先放开的是增值电信业务以及基础电信中的寻呼服务、移动话音和数据服务，而国内业务和国际业务放开时间则相对较晚。 　　 </p>
<p>　　国家发改委和商务部修订的《外商投资产业指导目录》于</font>2007<font size="2">年</font>12<font size="2">月</font>1<font size="2">日起施行。该《目录》规定，自</font>2007<font size="2">年</font>12<font size="2">月</font>11<font size="2">日起，允许外资在基础电信的国内和国际业务中所持股权最高达到</font>49<font size="2">%。 　　 </p>
<p>　　在电信领域对外资开放之初，有关官员即曾表示过，按照国际惯例，境外投资电信行业的最佳方式是参股，而不是合资，近几年的事实也印证了这一点。 　　 </p>
<p>　　在我国的六大基础电信运营商中，有三家已经有外资注入，形式也是清一色的参股。欧洲运营商沃达丰持有中国移动</font>3<font size="2">%的股权，西班牙电信持有中国网通</font>5<font size="2">%的股权，而韩国SK电讯则持有中国联通</font>6.61<font size="2">%的股权。</font>        </p>

<p>Sources told that China Mobile is - as widely expected - to <strong>be forced to stick with the Chinese developed 3G technology while its rivals China Unicom and China Telecom will be allowed to use CDMA or WCDMA</strong> as they prefer.</p>
<p>&quot;China Mobile will not expand the network to other cities before the Olympics,&quot; said Fok Tung-ling, chairman of Comba Telecom Systems Holdings, one of the equipment suppliers to China Mobile&#8217;s TD-SCDMA networks. However, he then confirmed that the mobile operator is expected to tender for a contract to expand the network after the Olympics. &quot;The next phase of the TD-SCDMA network expansion will not be limited to the existing 10 cities, and is likely to be aggressively rolled out on the mainland,&quot; Mr Fok added.</p>
<p>China&#8217;s CCID Consulting issued a report earlier this year which predicted that the country would have <strong>51 million TD-SCDMA subscribers by 2011</strong>. CCID Consulting forecast that after an introduction period of deployment in 2008, TD-SCDMA will enter a peak period of deployment between 2009 and 2011.</p>
<p><a id="more-436"></a>To attract subscribers, China Mobile has <strong>already opened TD-SCDMA &ldquo;experience shops&rdquo;</strong> in eight major cities where existing 3G trials are underway to allow the public to experiment with TD-SCDMA handsets and gain confidence with their capabilities.</p>
<p>During this initial launch, <strong>60,000 dual-mode TD-SCDMA/GSM handsets and 15,000 data cards will be on sale in China Mobile&rsquo;s TD-SCDMA experience shops</strong>, from popular brands such Samsung, LG, Hisense, Lenovo, ZTE, and Postcom. These handsets are in the mid- to high-end range with built-in camera, wide screen, and extensive multimedia applications. China Mobile is believed to be <strong>selling these phones for subsidized prices of RMB2,000 ($286) &ndash; RMB4,000 ($572)</strong>.</p>
<p>However, there <strong>could be another factor in the delay for the network rollout</strong> - and that is reports coming from <strong>people testing the TD-SCDMA phones are less than impressed</strong> with the service.</p>
<p>&quot;The battery only works for one day after each charge, much less than my previous Nokia phone,&quot; journalist Irene Zhou, who paid US$400 for a Samsung TD-SCDMA phone told the Shanghai Daily. Zhou, who often takes out-of-town business trip, expects a phone battery to last for about three days. The main WikiLeaks.org DNS entry is unavailable, reportedly due to a restraining order relating to a series of articles and documents released by WikiLeaks about off-shore trust structures in the Cayman Islands. The WikiLeaks whistle blower, allegedly former vice president of the Cayman Islands branch of swiss bank Julius Baer, states in the WikiLeaks documents that <a href="http://wikileaks.be/wiki/Bank_Julius_Baer_vs._Wikileaks">the bank supported tax evasion and money laundering</a> by its clients from around the world. WikiLeaks alternate names remained available until Saturday, when there seems to have been a <a href="http://wikileaks.be/wiki/Wikileaks_survives_censorship%2C_ddos%2C_fire">heavy DDoS attack and a fire at the ISP</a>. The documents in question are still available on other WikiLeaks sites, such as <a href="http://wikileaks.be/">wikileaks.be</a>, and are also mirrored on <a href="http://cryptome.org/">Cryptome</a>. <p>BEIJING (AFP) - 5 February , 2008 - <strong>China</strong> is debating whether to <strong>relax control of the Internet during the Olympics</strong>, <strong>allowing access to banned websites such as the BBC</strong>, a spokeswoman for the organising committee said Tuesday. Plans to <strong>tear down</strong> the so-called <strong>Great Firewall (GFW) of China</strong> were being debated and a decision was expected soon, said Wang Hui, head of media relations for the organising committee. &ldquo;We are studying this now based on suggestions of some journalists and a study of the experiences of other countries, so during the Olympics there may be some changes,&rdquo; she said. &ldquo;<strong>This is one of the ways the Olympics may promote progress in China</strong>.&rdquo;</p>
<p>China tightly polices cyberspace and Chinese web surfers see a stripped-down version of the Internet minus some news sites such as the BBC and those belonging to human rights groups or any other <strong>sites judged subversive by the country&rsquo;s communist rulers</strong>. Wang said that changes were expected to be in place in time for the Olympics for the <strong>20,000 foreign journalists planning to cover the Games</strong>. &ldquo;I believe you will be able to (access banned sites such as the BBC) but I can&rsquo;t give you a promise yet. The relevant government departments are still working on it,&rdquo; she said.</p></blockquote>
<p>You can imagine if all these foreign reporters widely broadcast worldwide that <strong>Chinese Government wildly censor Internet</strong>&#8230; It&#8217;s a question of <strong>face-saving</strong>!!! Moreover, maybe these reporters will discover <strong>the ugliest thing about censorship in China</strong>: the <strong>People</strong> is quite simply <strong>not aware of this censorship</strong>!<br /><a id="more-416"></a><br />
<blockquote>It was unclear whether Chinese citizens would benefit from the plan to reduce Internet oversight but wider reporting freedoms introduced for foreign journalists here last year have not been extended to domestic reporters. From January 1, 2007, travel and interview restrictions were lifted on foreign journalists working in China in line with the country&rsquo;s undertaking to provide free access to the country for the media before and during the Games.</p></blockquote>
<p>In short, it <strong>should be better to censor the censorship</strong>, just during the Olympic Games!&#8230;</p>
<p>By the way, that&#8217;s funny to notice that when you look for &quot;<font size="2">李大同谈奥运与互联网管制</font>&quot; (the corresponding news&#8217; title in Chinese), you have more than 400 results in Google and only 5 results on Baidu.com (the Chinese competitor of Google, ranked #1).<br />Then, when you click on the results, all the corresponding websites are&#8230; censored!!! The only reachable website is a <a title="Tecn.cn forum" target="_blank" href="http://bbs.tecn.cn/viewthread.php?tid=245886&amp;extra=page%3D1">forum</a> where a guy posted this article. And there is only one answer to his post: &quot;Liar!&quot;. Anyway, let&#8217;s gage that the posted article will disappear in the coming days <img src='http://www.atomicskate.com/wp-includes/images/smilies/icon_wink.gif' alt=';-)' class='wp-smiley' />  or maybe this website is going to lose it&#8217;s ICP number! (any website - provides content and so - is regulated by Chinese Authorities. To operate, they need an &quot;Internet Content Provider (ICP)&quot;, provided by the Government).<br />&nbsp;<br />&nbsp;<br />&nbsp;<br />&nbsp;<br />&nbsp;</p>

<p>The source said that <strong>China Mobile is working to ensure TD-SCDMA is ready in time for the Olympics</strong> in August, <strong>despite problems with the network and with handsets</strong>.</p>
<p>&quot;China Mobile employees have been using TD-SCDMA handsets since November 2007 for testing purposes. They can use some 3G functions, such as video telephone and high-speed download. However, due to quality problems with TD-SCDMA handsets, the results of the trials have not been good,&quot; the source said.</p>
<p>&quot;However, even though there are many problems, the TD-SCDMA network will be put into use before the Olympics,&quot; the source said.</p>

<p>Another problem with <strong>TD-SCDMA</strong> is that the <strong>network is unstable</strong>, and d<strong>oes not operate well in cities with many tall buildings, such as Shanghai</strong>, the source said, <strong>since the buildings obstruct the signals</strong>.</p>
<p><strong>WCDMA appears to be the preferred choice among Chinese operators</strong>. According to the source, <strong>competition is already heating up over who will be permitted to develop WCDMA in China after TD-SCDMA is in use</strong>.<br /><a id="more-409"></a><br />&quot;<strong>In fact, China Mobile prefers WCDMA, and was actually less willing [to construct a TD-SCDMA network than a WCDMA network]</strong>,&quot; the source said.</p>

<p class="textBodyBlack">Some <a href="http://www.planetary.org/blog/article/00001248/" target="_blank">dogged sleuthing</a> by a fellow space blogger has tracked down the truth behind the controversial first photo from China&#8217;s moon orbiter.</p>
<p class="textBodyBlack">In the week since the <a href="http://www.msnbc.msn.com/id/21976318/" target="_self">picture was released</a> amid much fanfare in Beijing, there have been <a href="http://www.msnbc.msn.com/id/22072130/" target="_self">widespread rumors</a> that the photo was a fake, copied from an old picture collected by a U.S. space probe.</p>
<p class="textBodyBlack">The good news for the Chinese is that Planetary Society blogger Emily Lakdawalla&#8217;s clears them of outright fakery. The bad news is, she found evidence that the photo was badly retouched for public release.</p>
<p class="textBodyBlack">Lakdawalla&#8217;s explanation would be embarrassing for Beijing, but it makes the most sense as the solution to this week&#8217;s moon photo mystery.</p>
<p class="textBodyBlack">Lakdawalla began her investigation by plowing through databases of lunar imagery and dredging up a U.S.-produced picture for comparison. It&#8217;s not a NASA picture, as reported by the rumor mill. Instead, it&#8217;s one of the tens of thousands of pictures taken by the Pentagon&#8217;s <a href="http://www.lpi.usra.edu/publications/newsletters/lpib/lpib72/clem.html" target="_blank">Clementine lunar mapping orbiter</a> back in 1994.</p>
<p class="textBodyBlack">The photo from China&#8217;s Chang&#8217;e 1 orbiter is clearly a higher-resolution view, with sunlight streaming from the northwest rather than the north.</p>
<p>&quot;So the notion that China faked their lunar photo can be put to rest. (What is it about the moon and conspiracy theories, anyway?),&quot; Lakdawalla wrote. &quot;At least it certainly isn&#8217;t a copy of the Clementine image; and it&#8217;s certainly not a Lunar Orbiter image, either.&quot;</p>
<p>Case closed? Not quite.</p>
<p>Lakdawalla found that a mistake was apparently made in stitching together the 19 strips of imagery to produce the finished picture - and that Chinese officials unknowingly pointed out that mistake as they defended the photo&#8217;s veracity.</p>

<p class="textBodyBlack">The mission&#8217;s chief scientist, Ouyang Ziyuan, told the Beijing News that a <a href="http://www.telegraph.co.uk/news/main.jhtml?xml=/news/2007/12/03/wchina103.xml" target="_blank">new crater had been spotted</a> on the Chang&#8217;e imagery - a crater that didn&#8217;t appear on the U.S. imagery. Lakdawalla determined that crater in question it wasn&#8217;t exactly new - instead, it appeared to be a crater that had been moved from one spot on the picture to another spot slightly south.</p>
<p class="textBodyBlack">Lakdawalla, who knows her way around&nbsp;spacecraft photo databases as well as photo-retouching tools, hit upon the likeliest explanation for the gaffe. Often, surface features that&nbsp;show up on two strips of data&nbsp;have to be manually corrected to produce the finished image, due to subtle changes in perspective.</p>
<p class="textBodyBlack">&quot;You know that there should have been seams in that image, and I just did not look for them carefully at the time,&quot; Lakdawalla told me today.</p>
<p class="textBodyBlack">She said the Chinese must have blended together the seams between the strips - misplacing the crater.&nbsp;The&nbsp;picture may be pretty, but it&#8217;s pretty much useless as a scientific product, Lakdawalla said.</p>
<p>The detective work came in for kudos from other space mythbusters. &quot;<a href="http://www.planetary.org/blog/article/00001248/" target="_blank">Go check out her really amazing sleuthing</a>,&quot; said <a href="http://www.badastronomy.com/bablog/2007/12/03/change-1-one-more-time/" target="_blank">Bad Astronomy blogger</a> Phil Plait. &quot;This is how it&#8217;s done, folks. Case closed!&quot;</p>
<p>NBC News space analyst James Oberg, who has had&nbsp;his own&nbsp;experience with&nbsp;<a href="http://www.jamesoberg.com/042003lessonsfake_his.html" target="_blank">moon-hoax controversies</a>, also&nbsp;saluted Lakdawalla&#8217;s efforts. Even though the Chinese insist that the first picture from Chang&#8217;e is scientifically accurate, Oberg said he expected the Chinese to &quot;be forced to backtrack a bit&quot; once they see the full evidence.</p>
<p>&quot;This isn&#8217;t the first time that photo problems have created illusory &#8216;moon features,&#8217;&quot; Oberg wrote in an e-mail. &quot;The very first Soviet moon photo probe, Luna 3 in 1959, sent back images of the back side that included a view of what Moscow grandiosely called &#8216;the Soviet Mountains,&#8217; stretching for hundreds of miles. It turned out to be an <a href="http://www.friends-partners.org/pipermail/fpspace/2004-October/013978.html" target="_blank">emulsion smear</a> on the negative.&quot;</p>
<p>&quot;For a &#8216;dead world,&#8217; the moon sure continues to offer surprises to explorers,&quot; Oberg said, &quot;even if many of the &#8217;surprises&#8217; are self-induced flaws in the exploration process!&quot;</p>

<p>Search engines are slowly beginning to allow cross-language queries to return more results to people who speak less popular languages. <strong>Google</strong>&rsquo;s effort <a href="http://www.techcrunch.com/2007/05/16/google-to-launch-cross-language-search-engine/">launched earlier this year</a>, <strong>handles just a <a href="http://translate.google.com/translate_s?hl=en" onclick="javascript:urchinTracker ('/outbound/translate.google.com');">dozen</a> major languages and does not address image search</strong>.</p>
<p><strong>PanImages</strong>, by contrast, <strong>supports over 300 languages</strong>. <strong>Users simply type in the query and the language they are speaking and see a result set that includes translations. Clicking on a result returns Google Image and Flickr search results for that term.</strong></p>
<p>The data itself is still somewhat thin, and users are asked to add translations when the site doesn&rsquo;t already know what you mean. But the early results are useful, particularly if you speak a fairly obscure language. An images search for the Zulu word for refrigerator returns just <a href="http://images.google.com/images?svnum=10&amp;um=1&amp;hl=en&amp;safe=off&amp;client=firefox-a&amp;rls=org.mozilla%3Aen-US%3Aofficial&amp;q=ifriji&amp;btnG=Search+Images" onclick="javascript:urchinTracker ('/outbound/images.google.com');">two results</a>. A similar search on PanImages returns <a href="http://www.panimages.org/GImages.jsp?word=ifriji&amp;lang=7582&amp;stamp=1189619783619" onclick="javascript:urchinTracker ('/outbound/www.panimages.org');">472,000</a> results.</p>
