There shouldn't be any account deposit required, maybe try to activate it thru your local China Mobile website. Sometimes the hotline service doesn't know about this service...<br /><br />17951 is only used to give call outside your province (it means to other provinces within China, not abroad).<br />And with IDD, your account balance should be at least 500rmb when you ask for this service.
